Politics of the Jungle

At the end of the Year of the Fleeing Ebar, The Council of Elders was convened following the mishap of Fire Mountain as an insurance that important Taboos, Rituals, or Sacrifices would not be overlooked again in the future. The first members were chosen by Bengoukee, with very little input from anyone else.
At the beginning of the Year of Awakening they numbered 8.

1) Bengoukee Korobukuru Witch Doctor of the Tribe of Chief Bagoomba.
2) Taronee, Nubari Witch Doctor of the Koshiva.
3) Syanya, Nubari Shaman of the Simbara.
4) Arkari, Nubari Witch Doctor and Chief of the Wise Ones
5) Tilifu, Nubari Seer of the Kuamu
6) Virada the River Tam’hi Guaridan of the River of Laughing Idols
7) UUbarr Tiger Katanga Guardian of the Jungle of Lost Tribes
8) Mikan, Nubari Great Sage of Malatra, from the Wise Ones

This assemblage proved unstable, as Virada and Uubarr were kept busy with their respective duties, Mikan and Arkari’s health prevented them from making many meetings, and Tilifu’s ambition became a problem (see Dark Shadow Over Kuamu). By the end of the year, Tilifu had been expelled, Uubarr had quit, and Virada had been killed by garuda.
Mtukutu, Nubari Medicine Man of the Kuamu took his brother Tilifu’s place for a time, but soon he decided to withdraw from the Council in order to find his exiled brother. He did not return.
Arkari was only holding the position temporarily, following the betrayal by Somari, she trusted no one else to meet with the council, and the council had decided to relax their rule about not having a tribal chief among their number. Unfortunately, the strain of frequent travel and too much work had begun to weigh on the 70 year old woman, and she missed meetings frequently.
Virada was nominally replaced by Hilkouri, Korobukuru Witch Doctor of the Cantombi when the tribe was discovered at the end of the year. But in practice, he never once made it to a meeting. One of the priests of Fire Mountain, a wise man named Mantu, is granted membership in his stead.
Uubarr’s position was filled by Aarnith, the Shu Great Hunter of the Yilgoma tribe, most likely for political reasons.

By the middle of The Year of Discovery, Aarnith had fallen during the Great Hunt, his position as Great Hunter was kept vacant out of respect for a year. His council seat reverted to Uubarr, who likely resented having lost the seat in the first place.
Mantu had fallen victim to his own zealotry and was exiled (see Mantu’s Sacrifice).
Arkari also retired, after the garuda devastation of the Kokinka (see Thunder Lizard) convinced her of the danger of traveling. She elevated Aantylla in her place.
Positions were offered to both Com’lak of the Rudra and Kimichi of the Huroola, but both declined for their own reasons. (reluctant to share secrets, and not enough women on the council respectively)
When Mikan suddenly died at the end of the year, it began to look like Bengoukee’s dream of a unifying political body in the jungle was doomed to failure.

At the beginning of the Year of New Peoples the Council looked like this:
